It could be that this person is talking about an additional warranty offered by the dealership, aside from the Toyota warranty. I believe this is the case since they describe it as a lifetime warranty. In these cases the dealer can certainly require that certain work must be performed by them or others they specify.

Ah, I missed the whole “their lifetime warranty” bit. I’m still skeptical — as always, read the fine print!
