I’m away from the Land Cruiser for the moment. Ours has a little wiggle if you press on those plastic panels but nothing excessive.
I have the tiniest bit of play but nothing like yours. I hope that's helpful. Good luck.
Possibly your problem:
You can access this corner without removing the whole bumper. It’s the back of the fog light cover.

It’s the backside of this corner. You should just have to remove the clips along the wheel well and bottom on the relevant side.
The tab I’m speaking of has to go on the inside of this clip. If it’s bent, it might be trying to go on the outside of it:
