Transmission: Engine Revving During Braking

When slowing down on a gentle decline (1.5%- 3%) the engine will rev at 2400 RPM. This is while my foot is on the brake. I do not drive with both feet.
This does not happen on steeper inclines. Has anyone else experienced this?
 
My feeling is that the ECU tries to figure out if you need engine braking or not. It is a bit mysterious to me what triggers it. But I have been able to get it to engine brake by applying the regular brakes, releasing, and then applying again, even on steep slopes. If anyone else has figured out a magic combination of steps I’d be curious to hear it.
 
Yes, the engine is revving because it is mechanically connected to the wheels via the transmission, and is being driven to higher rpm’s due to the downhill acceleration force.
