Oil weight influenced by epa mileage targets?

I was in a reddit about oil weights, mentioned weight vs longevity... it's all politics but places like Dubai use 5w20/30 for longevity rather than 0w20 for mileage ratings.

Because Dubai doesn’t get freezing temperatures. 0W-20 and 5W-20 oil has identical performance when engine is at operating temperature.
 
I gave up on 0w-20as soon as what we all suspected came to pass. The GM debacle was the clincher. iF IT SAYS ANYTHING w-20 REALLY MEANS RUN 0w-30. i AM FINE WITH THE COLD WEATHER ASPECT OF ALL THESE OILS, BUT WHEN THEY ARE WORKING, they need more. The Toyota LC250 will always see 0W-30. .1 mpg does not impress.
 
Like most of you, I have settled for one of the Xw-30 flavors until we have long-term, real-world ownership experience on the Xw-20 varieties. As pointed out, that about-face by GM was as close as you'll get to an OE admitting to the performance capabilities (or lack thereof) of a thinner oil.
 
I wonder how many turbo failures running 0W-30 will cause. I guess we will see in a decade.

To this end, have there been any oil-related issues with the LC powerplant? Time will tell I suppose, but good grief, many of the new Toyota engines, such as in the Crown, call for 0W-8.
