From my experience, if the vehicle is able to maintain speed or is accelerating without input, then the engine can shut off allowing you to lightly apply pressure to accelerator without triggering the ICE.
I have been able to do this up to 70mph. The system also appears to take into consideration the energy level in the batteries.
If it is around 2-3 bars on the dash, then the ICE may not turn off or, any application of the accelerator will trigger the ICE.
