I gave up trying to go through the cowl and wound up removing the annuciator through the gap after re-removing the front pan, the annuciator is only held on by a single 10mm fastener (the job is greatly aided by a ratcheting end wrench). The reason the tape across the front didn't work is that there are smaller openings into the sound chamber around the periphery and 3 pretty good sized louvres on the back. DC resistance measures 3.6 ohms regardless of polarity, diode check says no difference too. Given that the resistance is now known to some degree, I'm going to tape the peripheral- and rear-ports along with most of the front one. I can always build and install a shunt now if the tape doesn't modulate the volume. I'm kind of OK with some warning, it's the over the top volume, number of pulses, blinky-light show, and way too frequent error messages that interfere with operating the vehicle that I object to. Rant complete.Meter hopefully will tell me what I need, dropping the cowl is harder than it looked!
