Seems like LC and FE trims are getting all weather mats. Why do dealers and Toyota offer them as add ons if they apparently come included?

All the FE spec sheets I've seen list "all weather floor and cargo mats" without any specific options being added (i.e. an "all weather" or "cargo mat" option hasn't been selected as an add-on for it to say that on a standard spec sheet).

The Cargo Mat is $130 PIO on my FE.
