Is Roof Cage Needed with FE Roof Rack?

I have an FE with the PIO roof rack installed.

Question: Is it correct that in order to carry luggage (cargo) one has to get a roof cage (basket) fastened on top of the PIO roof rack crossbars or is there some other way this FE roof rack works?

(PS: I know one can always fasten luggage directly on the roof of any vehicle with straps even without the roof rack; but that was not the question)

The FE comes with a roof rack standard and should have cross bars pre-installed.

You would lash luggage to those crossbars or if you prefer you can get a soft sided luggage carrier, place that on the rack fill it up with what ever and lash that to the cross bars. When not in use it's easily stored.
