Transmission torque converter lock up

I was wondering if the torque converter locks up in first gear. When accelerating in 1st at about 3K RPMs the rpm’s will drop a few hundred and then keep climbing. This seems like torque converter locks up symptoms.
Has anyone else noticed this.
