If the engine is off, yes. If the engine is on, no.

When the LC 250 is running but idling, is it running just off the battery?

If you hear the engine running, then no, however the Air conditioner runs exclusively off the hybrid battery. The hybrid system has it's own and separate cooling system and may sometimes be mistaken for the engine running. You will be able to tell when the engine is running vs hybrid by looking at the gauge.... Tach reads zero.
